Tuition

Tuition is determined by the Washington State Legislature. Current tuition and fees may be found on Registration’s Tuition and Fees webpage. Tuition and fees are due in full on the dates published in the quarterly class schedule and online at Registration’s Dates and Deadlines webpage.

Residency

As a state public college, Highline College has different tuition rates for state residents and non-residents. State law sets the rules governing who qualifies as a resident for tuition-paying purposes in Chapter 28B.15 RCW.

Placement Test

There are no fees for placement at Highline. For information, visit the Placement & Testing Center website.

Parking Fee

 A valid permit is required to park on campus. Credit students may obtain a quarterly parking permit by presenting their student ID at the Cashiers Office in Building 6. Non-credit students may purchase a quarterly permit for $40.00 at the same location. Please note that purchasing a permit does not guarantee a parking space. Fees are published online at Public Safety’s Parking webpage.

Photo Identification Fee

A photo identification card is free with a student’s enrollment into the college. Students will be charged for replacement cards.

Transcript Fee

There is a charge for each official transcript copy requested. Visit the Student Transcripts webpage for information and to submit a request for an official transcript. Unofficial transcripts are available free of charge online via ctcLink.

Waivers

A tuition waiver is a form of college aid that reduces the total amount your school charges you for tuition. Getting a tuition waiver can help you lower the total cost of what you’ll pay out of pocket for your college education. See if you qualify for Tuition Waivers.

Basic Skills Courses (Noncredit)

There is a nominal charge for non credit Adult Basic Education (ABE), English as a Second Language (ESL) and GED preparation classes. Waivers are available for students who are unable to pay.

Refund Policy

100% refund if a student withdraws from a class through the fifth instructional day of the quarter.

40% refund if a student withdraws after the fifth instructional day through the twentieth calendar day of the quarter.

Highline College follows the Revised Code of Washington refund policy RCW 28B.15.605.

Canceled Classes

When a class is canceled by the college, the total amount paid for that class will be refunded unless the student enrolls in a replacement class. If the replacement class is for fewer credits than the canceled class, the difference will be refunded.

REFUND INFORMATION

Refunds for financial aid awards may be adjusted based on the type of aid received. Contact the Student Financial Aid Department for more information.

Petitions for exceptions to the refund policy must be submitted to the Registration and Enrollment Services for determination. Please visit the Registration Forms webpage.

If you are eligible for a refund, refunds are determined by your original payment method:

  • Paid online by credit card: three weeks to process; credit back to original card
  • Paid by check or cash: three weeks to process; refund by check
  • Paid by Nelnet: three weeks to process; paid by card, credit back to original card, paid by ACH/Bank refund by check ($30 Nelnet Fee is non-refundable)

Any outstanding balance owed will be deducted from refunds.

Refund amounts are based on prior full payment of tuition and fees. If you have not paid in full, you may still owe a balance if you drop or withdraw from your class during a partial or zero refund period.

Enrollment Holds Due to Outstanding Balances

An enrollment hold may be placed on a student’s record for outstanding balance. It will prevent the student from registering until the balance has been resolved.

Highline College Student Financial Responsibility Agreement

All Highline College students are bound by the Student Financial Responsibility Agreement (SFRA) upon course registration. The Agreement outlines the financial terms and conditions associated with your registration. By registering for classes, you assume financial responsibility and agree to the terms of this Agreement.

1098-T

Highline College will produce a 1098-T Tuition Statement for students who qualify for the calendar year.  Students must opt in to receive this electronically in ctcLink. If you do not provide consent, the 1098-T form will be mailed to the address on file. For more information, please visit the Student Records Tax Information webpage.
